1. Rendering services in investment attraction of physical persons by person who does not have the right to implementation of the specified activities according to the legislation on protection of the rights and legitimate interests of investors in the security market and about restrictions of investment attraction of physical persons, except as specified, stipulated in Article 14.62 of this Code if such actions do not contain signs of penal act, -

attracts imposing of administrative penalty on citizens at the rate from five thousand to thirty thousand rubles; on officials - from twenty thousand to fifty thousand rubles; on persons performing business activity without formation of legal entity - from twenty thousand to fifty thousand rubles or administrative suspension of operations for a period of up to sixty days; on legal entities - from three hundred thousand to five hundred thousand rubles or administrative suspension of operations for a period of up to sixty days.

2. Investment attraction of physical persons with violation of requirements, stipulated in Item 1 article 5.1 of the Federal Law of March 5, 1999 No. 46-FZ "About protection of the rights and legitimate interests of investors in the security market", except as specified, stipulated in Article 14.62 of this Code if such actions do not contain signs of penal act, -

attracts imposing of administrative penalty on citizens at the rate from thirty thousand to fifty thousand rubles; on officials - from fifty thousand to hundred thousand rubles; on persons performing business activity without formation of legal entity - from fifty thousand to hundred thousand rubles or administrative suspension of operations for a period of up to ninety days; on legal entities - from five hundred thousand to one million rubles or administrative suspension of operations for a period of up to ninety days.";

5) regarding 1 Article 23.1 of the word "Articles 14." Shall be replaced with words 56, "Articles 14. 56, 14.56. 1,";

6) Item 1 of part 2 of Article 28.3 after figures "14.53." To add 1, with figures "14.56. 1,";

Article 2

In the paragraph the second Item 9 of article 1 of the Federal Law of August 8, 2024 No. 248-FZ "About introduction of amendments to the Russian Federation Code of Administrative Offences" (The Russian Federation Code, 2024, No. 33, the Art. 4944) after words "Article 7.20 (regarding unauthorized connection to centralized systems of water supply" to add with the words "and (or) unauthorized use of such systems", "part 4 of Article 12.2" shall be replaced with words words "parts 2.1, 4 and 5 of Article 12.2", the words "9 - 11 articles 13.15" shall be replaced with words "9 - 12 Articles 13.15", after figures "14.53."
