About introduction of amendments to the laws of the Azerbaijan Republic "About the status of municipalities" and "About administrative control of activities of municipalities"
Millie Majlis of the Azerbaijan Republic, being guided by Item 7 of part I of article 94 of the Constitution of the Azerbaijan Republic, decides:
Article 1. In the Law of the Azerbaijan Republic "About the status of municipalities" (Collection of the Legislative Laws of the Azerbaijan Republic, 1999, No. 7, Art. 405 (volume I); 2024, No. 4, Article 370) to make the following changes:
1.1. Under Article 16:
1.1.1 add with part of 1-1 following content:
"1-1. Due to the application of the anti-epidemic mode, the sanitary and hygienic and quarantine modes and other circumstances making impossible carrying out municipal assembly with direct participation in assembly hall, municipal meetings can be held by means of system of video conferencing";
1.1.2. In the fourth offer of part "the deputy performing the powers" shall be replaced with words 2 words "person, the acting as the chairman";
1.1.3. In the first offer of part five of the word "his deputy" shall be replaced with words "person fulfilling the chairman's duties";
1.2. Add with Article 16-1 of the following content:
"Article 16-1. Holding the first meeting of newly elected municipality
The first meeting of newly elected municipality is held within 5 working days after the announcement by Central Election Commission of the Azerbaijan Republic of results of municipal elections.
The member who is more senior on age presides over the first meeting of municipality before election of the chairman of municipality.
The chairman of the meeting announces the list of the elected members of municipality, holds the first meeting before election of the chairman and the secretary of meeting.
