About introduction of amendments to the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2024"

In recent years consecutive reforms on social and economic development of the country, including creating favorable conditions for population life, to development of education, health care, culture, sport and other spheres are performed.
At the same time there is need of ensuring timely financing of implementable actions and refining of sources of additional expenses.
This Law to the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2024" makes the changes providing assignment for free provision of medicines to separate categories of patients on expenses for cultural development and art, the organization of the National center of soccer, on development of family entrepreneurship, on construction of the innovative industrial zones of the advancing development having modern design and test offices, and also establishing production of innovative and high-technology industrial output.
Besides, the amount of reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan, limiting amount of public debt on behalf of the Republic of Uzbekistan and under guarantee of the Republic of Uzbekistan increase, the sizes of the transfers allocated from the Government budget in the state trust funds, the income and expenses of these funds change. Optimization of part of means and their redirection on additional expenses according to decisions and orders of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan is provided.
This Law will serve timely financing of the measures aimed at the social and economic development of our country, and also ensuring target and effective expenditure of the State Budget of the Republic of Uzbekistan and budgets of the state trust funds of the Republic of Uzbekistan for 2024.
Article 1. Bring in the Law of the Republic of Uzbekistan of December 25, 2023 No. ZRU-886 "About the Government budget of the Republic of Uzbekistan for 2024" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2023, No. 12, the Art. 1006) the following changes:
The 8th figure of "900,0" to replace 1) in Article part one with figure "1 424,8";
The text of Article 10 to state 2) in the following edition:
"Establish for limiting 2024 amount of again signed annual agreements on attraction of external borrowings on behalf of the Republic of Uzbekistan (the government of the Republic of Uzbekistan) and under guarantee of the Republic of Uzbekistan in the amount of 7, of 3 billion US dollars, from them 3, 2 billion US dollars - on support of the Government budget of the Republic of Uzbekistan, including on financing of central government budget deficit of the Republic of Uzbekistan, 4, of 1 billion US dollars - on financing of investment projects.
Establish for limiting 2024 net volume of the government securities issued on behalf of the Republic of Uzbekistan in the amount of 30,0 of trillion sum";
To exclude 3) from paragraph two of part six of Article 13 of the word of "the general average educational organizations, the preschool educational organizations";
