1. General provisions

1.1. The purpose of the Provision is creation of mutually agreed conditions for forming on the basis of generalization of experience of designing, construction and operation of the electrical power objects, the equipment and systems which are in the territories of the State Parties of the CIS, the normative and technical documents (NTD) recommended for use in power industry of these states and in case of the device and functioning of interstate power networks of the State Parties of the CIS.

1.2. The provision regulates questions of development, approval and approval of the specifications and technical documentation, single for the State Parties of the CIS, on power industry for the purpose of increase in reliability and efficiency of parallel work of electric utility systems of the State Parties of the CIS.

1.3. The provision allows to realize possibilities of governing bodies and regulation in power industry of the states of the Commonwealth to perform organizational technical guidance of electrical power objects on the basis of the general principles provided by the Agreement on ensuring parallel work of the electric utility systems of the State Parties of the Commonwealth of Independent States of November 25, 1998 and also which developed in these countries and not conflicting to the legislation existing in each state of the Commonwealth.

The provision is developed according to decisions of the 10th and 24th meetings of Electrical power Council of the CIS.

1.4. The bodies exercising control and regulation in power industry of the State Parties of the CIS having the right to use all industry specifications and technical documentation in the practice developed till 01.01.92.
