Part 2 of Article 21 to state 1) in the following edition:

Established concerning the educational organizations, their students and pedagogical workers of regulation of this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, the laws, regulatory legal acts of subjects of the Russian Federation, regulatory legal acts of bodies of the public power of the federal territory Sirius, including concerning the rights, social guarantees, obligations and responsibility of the educational organizations, their students and pedagogical workers, are equally applied to the organizations performing training and the individual entrepreneurs, their students, pedagogical workers occupied in the organizations performing training or individual entrepreneurs.";

Part 5 of Article 70 to state 2) in the following edition:

"5. Foreign citizens are granted the acceptance right to training in programs of bachelor degree and to programs of specialist programme by results of the entrance tests which are carried out by the educational organizations of the higher education, the scientific organizations specified regarding 2.1 articles 31 of this Federal Law in case of absence at foreign citizens of results of the unified state examination.".
