"Article 2.7. Veterinary rules of determination of the zoosanitary status
1. Veterinary rules of determination of the zoosanitary status are developed for the purpose of establishment of levels of zoosanitary protection of the parcels of land, capital construction projects, rooms, non-capital structures, constructions with which use physical persons and legal entities perform cultivation, content and slaughter of farm animals, production, conversion and storage of controlled goods (further - zoosanitary objects).
2. Veterinary rules of determination of the zoosanitary status establish levels of zoosanitary protection of zoosanitary objects in relation to each type of farm animals, and also procedure for determination and change of such levels and criteria of reference of zoosanitary objects to them.";

"Article 19.2. Zoosanitary status
1. Determination of the zoosanitary status is performed on voluntary basis according to statements of owners of zoosanitary objects.
2. Determination of the zoosanitary status is performed by federal executive body in the field of veterinary supervision with participation of executive bodies of subjects of the Russian Federation in the field of veterinary science, except as specified, specified in Item 3 of this Article.
