2) Article 6 to add with part 3 following of content:
"3. For the purpose of safety of citizens in connection with their appeals to the bodies performing investigation and search operations or safety of the Russian Federation to officials of the specified bodies regulatory legal acts of federal executive body in the field of internal affairs, federal executive body in the field of safety, federal executive body in the field of foreign intelligence, federal executive body in the field of the state protection the special procedure for the direction of addresses in electronic form and the directions of answers to addresses, notifications can be established.";
