Part the second Article 8 to state 1) in the following edition:

"The government of the Russian Federation in the field of gas supply performs the powers according to the Federal constitutional Law of November 6, 2020 No. 4-FKZ "About the Government of the Russian Federation", including:

establishes procedure for forming and approval of perspective balance of production and gas sale in the Russian Federation, proceeding from resources of gas, technical capabilities of gas supply systems and the forecast of need for energy resources;

approves rules of supply of gas, the instruction for use by gas and renderings of services on gas supply, regulations on conservation zones of pipelines, regulations on zones of the minimum distances to the bulk or industrial distribution lines, procedure for access of independent organizations to gas transmission and gas distribution networks, procedure for use of gas in fuel quality, rules of restriction of giving (delivery) and gas offtake, the list of consumers, including the organizations which have the privilege of use of gas in fuel quality and supply of gas to which they are not subject to restriction or the termination (further - not disconnected consumers);
