I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About National system of confidential communication" (Sheets of the Verkhovna Rada of Ukraine, 2002, No. 15, Art. 103; 2005, No. 26, Art. 349; 2014, No. 22, Art. 816; with the changes made by the Law of Ukraine of December 16, 2020 No. 1089-IX):

Articles 1 and 5 to state 1) in the following edition:

"Article 1. Determination of terms

In this Law terms are used in the following value:

the protected lock of connection complex of technical, program (hardware-software) means and means of cryptographic information security intended for ensuring connection of special information and communication systems or special electronic communication networks, or special electronic communication networks of dual purpose among themselves;

users of National system of confidential communication - state bodies, local government bodies, legal entities and physical persons which order and/or receive services of confidential communication;

National system of confidential communication - set of special information and communication systems, special electronic communication networks, special electronic communication networks of dual purpose and the Centralized system of interdepartmental interchange which by means of cryptographic and/or technical means provide exchange of information with limited access except information which is the state secret for the benefit of state bodies and local government bodies, create proper conditions for their interaction in peace time, in the conditions of emergency state and during the special period;
