About temporary measures for settlement of legal status of separate categories of foreign citizens and persons without citizenship in the Russian Federation in connection with application of the mode of dispatch
For the purpose of strengthening of control of observance by foreign citizens and persons without citizenship of the legislation on legal status of foreign citizens in the Russian Federation, implementation of article 17 of the Federal Law of August 8, 2024 "About modification of separate legal acts of the Russian Federation" and according to Item 2 of article 3 of the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation" I decide No. 260-FZ:
1. Determine that the foreign citizens and stateless persons who are in the Russian Federation (further - foreign citizens), data on which are subject to inclusion in the register of controlled persons, shall leave independently the Russian Federation or from January 1 to September 10, 2025 if other term is not established by the presidential decree of the Russian Federation, to settle the legal status in the Russian Federation according to the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation" taking into account the features established by this Decree (without departure from the Russian Federation and without stated purpose of entry into the Russian Federation).
2. Provisions of Item 1 of this Decree in the part concerning departure from the Russian Federation are not applied to foreign citizens if they showed willingness to settle the legal status in the Russian Federation and correspond to the following conditions:
a) such citizens provided the biometric personal data in accordance with the legislation of the Russian Federation or underwent identification on biometric personal data;
