About measures for reduction of the tax load of the population and subjects of entrepreneurship and enhancement of administration of the taxation

For the purpose of support to the population and subjects of entrepreneurship by reduction of the tax load and transition to more effective tax administration, being guided by article 71 of the Constitution of the Kyrgyz Republic, I decide:

1. To the Cabinet of Ministers of the Kyrgyz Republic:

1) in two-month time:

a) submit the bill of the Kyrgyz Republic providing for consideration of Jogorku Kenesh of the Kyrgyz Republic:

- abolition of the property tax on the vehicle;

- release from execution of the tax liability on the property tax on the vehicle, unexecuted till January 1, 2025 and concerning which there is no court resolution about collection;

- establishment of rate of the property tax on agricultural holdings in the amount of 0 percent from January 1, 2025 to December 31, 2030;

- prohibition on conducting tax audits, except for unscheduled inspection in case of liquidation of the organization and the termination of activities of the individual entrepreneur, on tax periods till January 1, 2022;

- write-off of the tax debt recognized by the taxpayer, which arose for tax periods till January 1, 2022;

b) in a month to make offers on determination of the inventory in case of which turnover the electronic commodity transport waybill is applied;

2) for the purpose of exception of the risks connected with implementation of this Decree in subsequent to work alternative measures for compensation of losses of the income of local budgets in connection with abolition of the local taxes.

2. For the purpose of the operational solution of questions of digitalization of tax procedures to determine Alpha Telecom private company the supplier of sim cards and Internet services for digital projects of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic and public institution "Salyk Service" under the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic.
