About additional measures for increase in participation of private sector in the field of education

For the purpose of support of activities for rendering non-state educational services, further increase in share of private sector in the field of education, creating favorable conditions to subjects of entrepreneurship in this direction and implementations of innovative pedagogical forms, methods and technologies of training:

1. Take into consideration that according to resolutions of the President of the Republic of Uzbekistan of September 15, 2017 No. PP-3276 "About measures for further development of activities for rendering non-state educational services" and of September 5, 2018 No. PP-3931 "About measures for implementation of the new principles of management in system of preschool and school education" till January 1, 2025 are exempted from payment:

all types of tax (except for the social tax) and charges - the non-state preschool and general average educational organizations;

customs payments (except for charges for customs clearance) - the modern educational and laboratory equipment, the computer equipment, software products, educational and scientific and methodical literature, stock and material resources which are not made in the Republic of Uzbekistan, imported for equipment and ensuring activities of the non-state preschool and general average educational organizations for the lists created in accordance with the established procedure;

income tax and the social tax - the foreign teachers and specialists performing labor activity in the non-state preschool and general average educational organizations.

2. Approve offers of the Ministry of preschool and school education and the Ministry of Economics and finance on prolongation till January 1, 2030 of effective period of the privileges provided in Item 1 of this resolution.

3. Determine that since January 1, 2025:

the procedure for issue of the teaching entrance visas "A-2" to the foreign specialists involved by the non-state educational organizations to implementation of pedagogical activities on permanent basis takes root;
