About creation of Kylym Bank open joint stock company

For the purpose of development of banking sector and financial system of the country, increase in availability of banking services and stimulation of digitalization of economy, according to part 2 of Article 115 of the Budget code of the Kyrgyz Republic, Articles 13, of 17, of the 26th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Create Kylym Bank open joint stock company (further - JSC Kylym Bank) with absolute participation of the state in its authorized capital according to the procedure established by the legislation of the Kyrgyz Republic.

2. To the Ministry of Finance of the Kyrgyz Republic in accordance with the established procedure:

1) to act as the founder of JSC Kylym Bank, having determined its authorized capital in the amount of 1000000000,0 (one billion) som, by release and payment of 1000000 (one million) pieces of common nominal shares by nominal value of one share of 1000 (one thousand) som;

2) to develop and approve the charter of JSC Kylym Bank;

3) to bring the size of the authorized capital of JSC Kylym Bank to 5000000000,0 (five billion) som till 2027;

4) in case of project development of the Law of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2025 and planning period of 2026-2027" to consider the changes following from this resolution;

5) to carry out registration of the legal entity in judicial authorities of the Kyrgyz Republic;

6) to submit in the procedure established by the legislation the application to National Bank of the Kyrgyz Republic for receipt of the license for the right of carrying out banking activities;

7) to take other measures following from this resolution.
