1. This Federal Law governs the relations in the field of safety of people on water objects and the territories adjoining to them.
2. Provisions of this Federal Law are not applied to the relations in the field of safety of people on water objects which purpose is ensuring defense of the country and safety of the state, including with use (application) of warships, ships, motor boats and courts of bodies of the Federal Security Service, military auxiliary vessels, the courts used for the purpose of transport servicing and (or) safety of objects of the state protection, and also the ships, motor boats and vessels of troops of national guard of the Russian Federation.
The relations in the field of safety of people on water objects are governed by this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, and also the laws and other regulatory legal acts of subjects of the Russian Federation, municipal regulatory legal acts adopted according to them.
1. For the purpose of this Federal Law the following basic concepts are used:
1) safety of people on water objects - condition of security of people on water objects, including when bathing and using of small size vessels and other technical means on water objects;
2) system of safety of people on water objects - set of forces and means, and also the measures of legal, organizational, economic and social nature directed to the prevention of incidents on water objects, safety of people on water objects, control (supervision) of accomplishment of mandatory requirements of safety of people on water objects;
