Article 1

Bring in the Federal Law of April 25, 2002 No. 40-FZ "About obligatory civil liability insurance of owners of vehicles" (The Russian Federation Code, 2002, No. 18, Art. 1720; 2005, No. 1, Art. 25; 2007, No. 49, Art. 6067; 2008, No. 52, Art. 6236; 2013, No. 19, Art. 2331; 2014, No. 30, Art. 4224; 2017, No. 14, Art. 2008; 2018, No. 1, Art. 32; 2019, No. 18, Art. 2212; No. 49, Art. 6967; 2020, No. 17, Art. 2725; 2021, No. 27, Art. 5159; No. 50, Art. 8416; 2022, No. 29, Art. 5294; 2023, No. 1, Art. 16, 41; 2024, No. 1, Art. 16) following changes:

1) in Article 11.1:

a) third Item 2 to state the paragraph in the following edition:

"In the cases provided by rules of compulsory insurance, the notice on the road accident can be constituted by drivers of vehicles, involved in the road accident, in the form of the electronic document. The notice on the road accident in the form of the electronic document can be constituted in the form established by the Bank of Russia with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - EPGU), the official site of the insurer on the Internet (mobile application of the insurer provided by the paragraph third Item 1 of article 6.1 of the Law of the Russian Federation of November 27, 1992 No. 4015-I "About the organization of insurance case in the Russian Federation") in the presence at the insurer of the corresponding technical capability or with use of information systems of professional association of insurers. Access to the official site of the insurer on the Internet (the specified mobile application of the insurer) and to information systems of professional association of insurers for making of the actions provided by this Item can be performed including with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication).";

b) in paragraph three of Item 6 of the word "the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" shall be replaced with words "single system of identification and authentication";

2) in Item 1 of Article 17:

a) in the paragraph the sixteenth "through the federal state information system "Single Portal of the State and Municipal Services" shall be replaced with words words "through EPGU";

b) in the paragraph the eighteenth "with use of the federal state information system "Single Portal of the State and Municipal Services" shall be replaced with words words "with use of EPGU".

Article 2

This Federal Law becomes effective from the date of its official publication.
