About modification and amendments in the order of the acting minister on investments and development of the Republic of Kazakhstan of November 24, 2015 No. 1083 "About approval of the Program of preparation and retraining on aviation safety"

I ORDER:

1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of November 24, 2015 "About approval of the Program of preparation and retraining on aviation safety" (it is registered in the Register of state registration of regulatory legal acts for No. 12568) the following changes and amendments:

in the Program of preparation and retraining for the aviation safety approved by the specified order:

state Item 1 in the following edition:

"1. This Program of preparation and retraining for aviation safety (further – the Program) is developed according to the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft", with international standards and recommended practice of International Civil Aviation Organization (further – ICAO) (Item 3.4.1 of Appendix 17 "Aviation safety. Protection of international civil aviation against acts of illegal intervention" to the Convention on the international civil aviation ratified by the resolution of the Supreme Council of the Republic of Kazakhstan of July 2, 1992 No. 1503-XXII "About ratification of the convention on international civil aviation", the document Doc 8973 "Management on aviation safety" (further – Doc 8973)).

The purpose of this Program is ensuring implementation of measures of aviation safety, maintenance and cultural development of aviation safety at the required level with all employees of subjects of civil aviation who underwent procedure of set and preparation for aviation safety for accomplishment of the functional obligations.";

in Item 2:

add with subitem 5-1) of the following content:

"5-1) culture of aviation safety – set of the regulations connected with safety, values, installations and assumptions which are inherent in daily organization activity and find reflection in actions and behavior of all divisions and all personnel of the organization;";

add with subitem 12-1) of the following content:

"12-1) uncontrollable zone – zone of the airport, buildings and the adjacent territory where passengers, and also persons who are not passengers have unrestricted access;";

23) to exclude the subitem;

add item 4 with the subitem 4) of the following content:

"4) the personnel of the airports, airlines, and also organizations working in controlled and uncontrollable areas of the airport.";

1) of Item 6 to state the subitem in the following edition:

"1) the organization of timely preparation and retraining for aviation safety of the personnel of SAB, personnel which are not belonging to SAB, having the unaccompanied admission to the controlled area of the airport, and also the personnel of the airports, airlines, third parties working in uncontrollable zones of the airport;";

1) of Item 7 to state the subitem in the following edition:

"1) the organization of timely preparation and retraining for aviation safety of own personnel having the unaccompanied admission to the controlled area of the airport, and also own personnel working in uncontrollable zones of the airport;";

3) of Item 10 to state the subitem in the following edition:

"3) is provided by implementation and cultural development of aviation safety;";

3) of Item 14 to state the subitem in the following edition:

"3) at least three years of length of service as the specialist of service of aviation safety or at least two years of length of service as the specialist of service of aviation safety in case of the end of training in higher educational institutions of civil aviation;";

in Item 15:

1) and 2) to state subitems in the following edition:

"1) training of the first heads of the airports, airlines and the supplier of aeronautical servicing, including preparation and retraining of their deputies – heads of SAB, responsible persons on aviation safety of operators of aircrafts is carried out according to educational sets on aviation safety of ICAO (further – UKAB), UKAB / for heads of services of aviation safety. For passing of initial preparation concerning aviation safety according to UKAB / for heads of services of aviation safety, to deputy first heads of the airports, airlines, the supplier of aeronautical servicing – heads of SAB, to responsible persons on aviation safety of operators of aircrafts it is necessary to complete successfully course of training according to UKAB / Basic. Training is provided in the ICAO training centers on aviation safety. Frequency of passing of retraining on UKAB / for heads of services of aviation safety once in three years;

2) preparation and retraining of deputy managers of SAB, chiefs of division of examination and their deputies, chiefs of division of safety and their deputies, chiefs of administrative division, chiefs of bureau of omissions, chiefs of film logical department, heads of department of aviation safety is carried out according to requirements of UKAB / for heads of security services of the airport with frequency every two years. For passing of initial preparation concerning aviation safety according to UKAB / for heads of security services of the airport, candidates need to complete successfully course of training according to UKAB / Basic;";

subitems 6) to state 7) and 8) in the following edition:

"6) preparation and retraining of staff of division of safety of SAB (chiefs of changes, deputy chiefs of changes, chief inspectors, inspectors), administrative division of SAB (chief inspectors, inspectors), inspectors of Item of control and video surveillance, inspectors of bureau of omissions, chief inspectors – leaders of guard dogs (the conductor of patrol and search dog), inspectors leaders of guard dogs (the conductor of patrol and search dog), chief inspectors on aviation safety, aviation safety inspectors, leading experts on aviation safety, aviation safety specialists and the staff of the security organizations performing safety of objects of the supplier of aeronautical servicing is carried out in the ICAO training centers on aviation safety or in the aviation training centers certified by authorized organization in the field of civil aviation.

Training when carrying out regional rates is provided according to requirements of UKAB / Basic, and when carrying out national rates training is provided in volume of the training programs developed in training centers, thematic content, the name of modules and curricula which are provided in appendices 1, of 2, 3 to this Program;

7) preparation and retraining of instructors on aviation safety, training instructors-coordinators in the field of aviation safety, is carried out in the ICAO training centers on aviation safety, with frequency every two years. Training is provided according to requirements of UKAB / Basic and UKAB/instructors.
