About mutual use of electronic systems of certification of goods origin

The government of the Republic of Belarus and the Government of the Azerbaijan Republic which together are hereinafter referred to as by the Parties, and separately - the Party, considering provisions of the Rules of determination of the country of goods' origin which are integral part of the Agreement on Rules of determination of the country of goods' origin in the Commonwealth of Independent States of November 20, 2009 (further - Rules), and Agreements between the Government of the Republic of Belarus and the Government of the Azerbaijan Republic on cooperation and mutual aid in customs affairs of November 5, 2004,

aiming to increase cooperation level for the purpose of protection of economic and public concerns of the states of the Parties,

recognizing that mutual use of electronic systems of certification of goods origin will provide increase in efficiency of customs control, acceleration of making of customs transactions (customs clearance), simplification of mutual trade and exact calculation of customs duties, taxes and other payments, agreed as follows:

Article 1. Determinations

The concepts used in the this Protocol mean the following:

a) "certificate" - the certificate of origin of the CT-1, form which is the document issued by authorized body and testimonial

about goods origin according to Rules;

b) "check" - factual determination of issue of certificates and correctness of their filling according to requirements of Rules;

c) "the central customs authority":

in the Republic of Belarus - the State Customs Committee of the Republic of Belarus;

in the Azerbaijan Republic - the State Customs Committee of the Azerbaijan Republic;

d) "customs authorities" - territorial (specialized) customs authorities of the states of the Parties;

e) "the central authorized body":

in the Republic of Belarus - the Belarusian Chamber of Commerce and Industry;
