The purpose of this Law is regulation of the relations in the field of food security.
The legislation on food security consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about food security then are applied rules of the international treaty.
Operation of this Law extends to providing safe food of the population with the food having nutrition value, forming of effective market mechanisms and production of foodstuff and raw materials.
In this Law the following basic concepts are applied:
the state reserve - the part of the state material reserve consisting of the main types of the socially important food bought which are stored and not subject to reducing for the state needs;
main types of socially important food - the food constituting basis of diet of safe food of the population on structure and quantity and determined by the Cabinet of Ministers of the Republic of Uzbekistan;
food balance - system of assessment and calculation of perspectives of providing the population with main types of socially important food with indication of sources of covering of the internal consumer demand of the country;
turnover reserve of food and raw materials - storage of foodstuff and raw materials in variable amounts for the purpose of stable market support of food;
deficit of food - condition of shortage of some types of food in all territory or in certain region of the country;
