This Law governs the relations arising in the field of education of persons with limited opportunities of health (further - vocational education), and determines organization-legal and economic bases of vocational education.
1.0. The basic concepts used in this Law express the following:
1.0.1. person with limited opportunities of health - person having physical, intellectual and (or) mental defects which interfere with education without creation of special conditions;
1.0.2. vocational education - preschool, general and professional education of persons with limited opportunities of health with creation of special conditions;
1.0.3. special conditions - the conditions created for obtaining by persons with limited opportunities of health of pedagogical, psychological, medical, social and other services;
1.0.4. physical defect - lack of physical development and (or) functioning of body (bodies) of the person, the temporary or permanent shortcoming which arose owing to chronic somatic or infectious disease;
1.0.5. mental variation - delay of mental development, including violation of the speech, the emotional and strong-willed sphere and autism;
1.0.6. difficult shortcoming - set of physical, intellectual and (or) mental defects;
1.0.7. intellectual shortcoming - shortcomings of memory and imagination as result of injury of the central nervous system;
1.0.8. heavy shortcoming - the high degree of physical, intellectual and (or) mental variation making impossible education according to state educational (special educational) standards;
1.0.9. special educational institution - educational institution, the performing educational process on the basis of special state standards of education for training of persons with limited opportunities of health;
1.0.10. special educational division - the structural division of educational institution of general purpose created for training of persons with limited opportunities of health;
