In our country the large-scale work directed to raising on the new level of system of human rights protection on the basis of the principle "For honor and advantage of the person", strengthening of guarantees of protection of the rights and personal freedoms in activities of judicial and law enforcement agencies and also building confidence of the population in law-enforcement system is carried out.
As a result of large-scale reforms in judicial and investigative practice the effective mechanisms aimed at providing guarantees of protection of human rights and freedoms are developed.
In particular, for the purpose of reliable ensuring with court constitutional rights of person accused of crime execution on freedom and security of person in district, city courts on criminal cases the position of the investigative judge is entered.
For the purpose of determination in the legislation of questions of authorization of proceeding decisions at stage of pre-judicial production on criminal cases and hearings of cases about administrative offenses by investigative judges are made by this Law the changes and additions providing the bases and procedure for hearing of cases, the investigative judges carried to competence.
This Law will serve further strengthening of guarantees of reliable protection of the rights and personal freedoms in investigative activities.
