I ORDER:

1. Bring in the order of the acting minister of health care and social development of the Republic of Kazakhstan of January 15, 2016 No. 20 "About approval of Rules of inclusion in regional quota of acceptance of kandas and immigrants" (it is registered in the Register of state registration of regulatory legal acts for No. 13334) the following changes:

in Rules of inclusion in regional quota of acceptance of the kandas approved by the specified order:

"3. For receipt of the state service "Inclusion in Regional Quota of Acceptance of Kandas" the ethnic Kazakhs who were earlier not joining in regional quota and received the status of kandas on the conditions provided by the subitem 1) of Item 9 of Rules of assignment or prolongation of the status of kandas approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan on July 22, 2013 No. 329-O-M (it is registered in the Register of state registration of regulatory legal acts for No. 8624), widows of kandas and their general children the inclusions of kandas in regional quota of acceptance of kandas which arrived later and (or) born in the Republic of Kazakhstan before receipt of nationality of the Republic of Kazakhstan by their parents, and also the ethnic Kazakhs who received the status of kandas, living in the territory of the Republic of Kazakhstan submit the application in form according to appendix 1 to these rules with application of documents, the main requirements to rendering the state service specified in Item 8 of the List according to appendix 2 to these rules:

1) Migration.enbek.kz portal;

2) through The Government for Citizens State corporation (further - the State corporation);

3) through the web portal of "the electronic government" (further - the web portal).";

Local executive bodies concerning social protection and employment of the population of the regions determined by the subitem 2) of Item 3 of article 112 of the Social Code (further – the Service provider) creates the statements and documents enclosed to the application of the kandas petitioning for inclusion in regional quota of acceptance of kandas and within six working days after day of receipt of statements sends for consideration the commissions on acceptance of kandas for pronouncement of recommendations of inclusion in regional quota of acceptance of kandas or about refusal.

11. The commission on acceptance of kandas within five working days after receipt of the statement of kandas, the petitioning kandas takes out the recommendation of inclusion or of refusal in inclusion in regional quota of acceptance of kandas.";

(Serp_n) (further - uslugopoluchatel), give to The Government for Citizens State corporation (further - the State corporation) or by means of the Migration.enbek.kz portal or the web portal of "the electronic government" (further - the web portal) the statement for inclusion in regional quota of acceptance of the immigrants (further - the statement) in form according to appendix 6 to these rules with application of documents specified in Item 8 of the List of the main requirements to rendering the state service according to appendix 2 to these rules.

The state corporation in day of receipt of the statement and the documents of the applicant specified in Item 8 of the List of requirements to rendering the state service sends them to the service provider on means of lock of "the electronic government".

The specialist of the State corporation who adopted the statement provides quality of reproduction of electronic copies of the documents and their compliance to originals provided by the applicant according to the list of the main requirements to rendering the state service according to appendix 2 to these rules, certifies by means of the EDS then returns originals of documents to the applicant.

In case of the address through the State corporation, in case of representation by uslugopoluchatel of incomplete document package, and also documents with the expired effective period the specialist of the State corporation refuses reception of an application and issues the receipt on refusal in documents acceptance in form according to appendix 8 to these rules.

The specialist of the State corporation who adopted the statement, the applicant is handed the notification on adoption of the statement on inclusion in regional quota of acceptance of immigrants in form according to appendix 7 to these rules.

The applications submitted by means of the web portal the application it is signed or the EDS of the applicant is certified.

15. In case of filing of application by means of the Migration.enbek.kz portal or the web portal in "personal account" of uslugopoluchatel the status about acceptance of request for rendering the state service is displayed.

Statements arrive in career centers of regions by means of AIS "Labor market".

Career centers of regions within one working day from the date of receipt of the statement, direct applications of applicants to the service provider.

By provision of complete document package, the main requirements to rendering the state service provided by the list, the uslugopoluchatel receives the notification on adoption of the statement on inclusion in regional quota of acceptance of immigrants of its statement in form, according to appendix 7 to these rules.

The service provider within two working days notifies uslugopoluchatel on refusal in reception of an application about rendering the state service "Inclusion in Regional Quota of Acceptance of Immigrants" by means of the migration.enbek.kz portal or the web portal and issues the receipt on refusal in documents acceptance in form according to appendix 8 to these rules in representation cases uslugopoluchatel:

1) incomplete document package, the main requirements to rendering the state service specified in Item 8 of the List according to appendix 2 to these rules;

2) documents with the expired effective period, and (or) documents which effective period expires on the date of decision making about inclusion in regional quota of acceptance of immigrants.

The application submitted through the Migration.enbek.kz portal is registered the service provider in day of receipt of the address.

16. The data confirming registration on the permanent residence of uslugopoluchatel and members of his family receive from the corresponding state information systems through lock of "the electronic government".";

"19. The statement and documents enclosed to the application of uslugopoluchatel on inclusion in regional quota of acceptance of immigrants within five working days from the date of receipt are sent for consideration of regional commission concerning employment of the population (further – the Commission on employment) for pronouncement of the recommendation of inclusion in regional quota of acceptance of immigrants or about refusal.";

20. The commission on employment within three working days after day of receipt of statements of uslugopoluchatel takes out the recommendation of inclusion or of refusal in inclusion in regional quota of acceptance of immigrants with motivated reasons for the reasons.

The commission on employment in case of consideration of the applications and documents of applicants checks their compliance to the requirements established by Items 1 and 2 of article 112 of the Social code.";
