1. The Bank of Russia according to article 35 of the Federal Law of June 27, 2011 No. 161-FZ "About national payment system" (further - the Federal Law No. 161-FZ) performs observation in national payment system (further - NPS), including performs the separate types of activity specified regarding 1 article 35 of the Federal Law No. 161-FZ concerning subjects of NPS specified in Item 1 of article 3 of the Federal Law No. 161-FZ, except for the organizations of federal mail service (further - subjects of NPS), and (or) payment systems, payment infrastructure and platform of digital ruble (further - subjects to observation).
2. When implementing observation in NPS interaction of the Bank of Russia with subjects of NPS is performed according to article 35.1 of the Federal Law No. 161-FZ.
3. When implementing observation in NPS Bank of Russia according to Item 1 of part 1 of article 35 of the Federal Law No. 161-FZ performs collection, systematization and information analysis about activities of subjects of NPS and (or) functioning of subjects to observation (further - monitoring), including information obtained in case of:
