The four-stroke engine - the piston internal combustion engine in which working process in each of cylinders is made for two turnovers of bent shaft, that is for four piston strokes (step).";
Article 17 to add 2) with parts of the seventh or ninth of the following content:
"In the territory of the Lake Issyk Kul use of the water bike (hydrocycle, the scooter) with the four-stroke engine and the electric motor in specially allotted tourist areas of the Lake Issyk Kul where there is no mass accumulation of people and vacationers, with obligatory respect for environmental standards and safety rules is allowed.
In case of rescue operations and holding actions by authorized state body restrictions for use of hydrocycles are not set.
