About measures for further enhancement of digital transformation in the field of public administration

For the purpose of the organization of effective management, creation of conditions for further enhancement of digital transformation taking into account permanent technological changes, including implementation of technology of artificial intelligence, transformation of the operating system of the digital public administration giving opportunity of the maximum use of potential of digital technologies for the good of the people, being guided by Articles 66, of 70, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Rename the Ministry of digital development of the Kyrgyz Republic into the Ministry of digital development and innovative technologies of the Kyrgyz Republic.

2. Determine that the Ministry of digital development and innovative technologies of the Kyrgyz Republic performs functions:

1) developments and realization of state policy in the area:

- digitalizations, electronic control, in the field of use of the digital signature, the state and municipal electronic services, systems of identification, ensuring equal access to digital technologies, electric and mail service, including radio - and television broadcasting, archiving, cyber security (within competence of the ministry);

- satellite technologies, space data, artificial intelligence and innovative technologies;

2) ceased to be valid;

3) monitoring and control regarding implementation of the legislation of the Kyrgyz Republic in spheres of electronic control and the digital signature;

4) coordination of activities of the state and municipal companies, organizations in the field of information and communication technologies concerning realization of general process of digital transformation of public administration;

5) other functions assigned to the Ministry of digital development and innovative technologies of the Kyrgyz Republic according to the legislation of the Kyrgyz Republic.
