In recent years in our country it is performed the large-scale works directed to radical enhancement of the legal basis of protection of the rights, freedoms and legitimate interests of the person, and also to fight against crime.

However the occurring in the world instability, mass riots and intensity undermine the world in the states and exert negative impact on mutual friendship and tranquility of the people. Financing of similar actions by some criminal groups and attraction of specially prepared persons for their organization require ensuring inevitability of responsibility for such acts.

This Law provides modification of article 244 of the Criminal code of the Republic of Uzbekistan establishing responsibility for training for the purpose of making of mass riots and financing of these activities.

This Law will serve ensuring peace in our country, to enhancement of system of effective fight against organized crime and prevention of crimes.

Article 1. "Passing by person of training for the purpose of implementation of mass riots, including acquisition of knowledge, practical skills of making of mass riots, studying during training of methods of weapon handling, destructive devices, the explosive, poisoning, other substances and objects constituting danger to people around -

it is punished by penalty in the amount of three hundred up to six hundred basic settlement sizes or corrective works up to three years or imprisonment from five to seven years.

The organization of the mass riots which are followed by personal violence, riots, arsons, damage or destruction of property, resistance to authority using or threat of use of weapons or other objects used as weapon or financing of these activities, and equally active participation in mass riots -

it is punished by imprisonment from ten to fifteen years.

Person who committed the crime provided by part three of this Article is exempted from criminal liability if it voluntarily reported to authorities about training, actively promoted disclosure of the committed crime or identification of other persons which underwent such training, performing, who organized or financing training and also places of its carrying out and if its actions do not contain other actus reus".

Article 2. To the Ministry of Internal Affairs, to National guard of the Republic of Uzbekistan and other interested organizations to provide execution, bringing to contractors and explanation among the population of essence and value of this Law.

Article 3. To the Cabinet of Ministers of the Republic of Uzbekistan:

bring decisions of the government into accord with this Law;

provide review and cancellation by republican executive bodies of their regulatory legal acts contradicting this Law.

Article 4. This Law becomes effective from the date of its official publication.
