In recent years in our country system work on further enhancement of traffic regulations, prevention of the road accidents and control of traffic safety is carried out.
In particular, the legal basis directed to enhancement of security system of traffic, including increase in culture of observance by drivers and pedestrians of traffic regulations, enhancement of system of preparation and retraining of drivers, and also complete digitalization of the organization of traffic is created.
At the same time the number of the road accidents as a result of non-compliance with traffic regulations by some drivers increases. In particular, the road accidents with heavy effects result from inability of the driver to realize the actions, managing the vehicle in alcohol intoxication.
Cases of ignoring by certain drivers of traffic regulations, non-compliance with culture of driving of transport, disrespect for other participants of traffic, sharp vehicle control and other actions in which "aggressive driving" is shown became frequent.
This Law to some legal acts makes the changes and additions aimed at the safety of traffic and prevention of the road accidents including providing inevitability of punishment for persons who made gross violations, establishment of criminal liability for repeated control of vehicles by person deprived of the right of vehicle control, application of administrative punishment for exceeding of number of the penal points charged for road traffic offenses, and also establishment of administrative and criminal liability according to individual clauses for incidents with participation of the vehicles using the compressed natural gas, the liquefied oil gas.
This Law is designed to provide strict observance by participants of traffic of traffic regulations and to prevent the road accidents with serious consequences.
