attaching importance to ensuring scientific character, secular nature, humanity and democratism in the field of education, to 3rd satisfaction of cultural and educational needs of the people living in both states, irrespective of nationality and ethnic origin of students,

agreed as follows:

Article 1

The parties will develop cooperation in the field of preschool, general, professional, secondary and higher pedagogical education.

Article 2

The parties guarantee equality of all public institutions entering their national educational systems irrespective of training language, and equally render to them state organizational and pedagogical, uchebno - methodical, scientific, material and financial support.

Article 3

The parties will create favorable conditions to children of the Azerbaijani ethnic minority living in Russia and children of Russian and other ethnic minorities of the ethnic Russians living in Azerbaijan for training at the native language (or its studying), acquaintance with culture, history and traditions of the people.
