confirming commitment to democratic values, strict observance of human rights and freedoms, to unconditional priority of supremacy of law both in internal, and in the international cases, to the principles of equality, mutual respect and mutually beneficial cooperation,

noting the general aspiration to accelerate promotion on the way of the European integration,

expressing deep concern in connection with the continuing conflicts and the increasing safety hazards proceeding from the international terrorism, aggressive separatism and extremism and the related other negative phenomena

confirming determination to promote strengthening of international peace, safety and stability on the basis of respect for the principles of sovereignty, territorial integrity and inviolability of international and acknowledged borders of the states,

emphasizing importance of deepening of economic cooperation, including in the field of power, transport and trade, for the purpose of further development and growth in prosperity of the people,

highly appreciating spiritual and cultural heritage of the people of the states and expressing interest to develop cooperation in the humanitarian sphere, in particular, in the field of culture, science, education, health care, youth exchanges, tourism and sport,

noting the increasing role of regional cooperation in the all-European processes,

1. Declare creation of the international regional organization" the Organization for democracy and economic development - GUAM" (daleegua) with the secretariat to Kiev.
