Article 1

Bring in article 16 of the Law of the Russian Federation of February 7, 1992 No. 2300-I "About consumer protection" (in edition of the Federal Law of January 9, 1996 No. 2-FZ) (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 15, Art. 766; Russian Federation Code, 1996, No. 3, Art. 140; 2022, No. 18, Art. 3021) following changes:

"3.1. Sale of additional goods (accomplishment of extra works, rendering additional services) is at additional expense performed by the seller (the contractor, the owner of the aggregator) only with the consent of the consumer.

The consumer has the right to demand from the seller (the contractor, the owner of the aggregator) of return of the paid sum of money for the additional goods (the performed extra works, the rendered additional services) sold without its consent.

Imposing is forbidden to the consumer of additional goods (works, services) at additional expense by the offer to the consumer to the conclusion of the agreement on acquisition of the main goods (works, services) to acquire additional goods (works, services) or to sign other agreements, acquisition or the conclusion of which is caused by obligation in case of acquisition of the main goods (works, services) if other is not provided by the law.

The consumer has the right to refuse payment of the imposed additional goods (works, services) and if they are paid, has the right to demand from the seller (the contractor, the owner of the aggregator) of return of the paid sum of money.
