"10. Violation of requirements of fire safety when designing fire safety devices of buildings and constructions which are put into operation, person certified according to the procedure, established by the Government of the Russian Federation, on the right of designing of the specified means, -

attracts the prevention or imposing of administrative penalty on officials at the rate from twenty thousand to thirty thousand rubles.

11. Repeated making of the administrative offense provided by part 10 of this Article -

attracts imposing of administrative penalty on officials at the rate from ninety thousand to hundred thousand rubles or disqualification for a period of one year up to three years.";

6) in Article 28.1:

Cases on administrative offenses, stipulated in Article 11.16, parts 2, 3 and 4 Articles 14. 1, Articles 19.20 and 20.4 of this Code, can be initiated by the body exercising federal state fire supervision without holding control (supervising) actions in cases if materials, messages, statements, including on the crimes and incidents which are available connected with the fires or which arrived in the body exercising federal state fire supervision contain the sufficient data specifying availability of event of administrative offense.

3.8. Cases on the administrative offenses provided by parts 3 and 4 of Article 14. 1, parts 2 and 3 of Article 19.20 of this Code, can be initiated without holding control (supervising) actions concerning the licensees performing activities for installation, maintenance and repair of fire safety devices of buildings and constructions if the sufficient data specifying availability of event of administrative offense are established by results of holding control (supervising) actions within implementation of federal state fire supervision.".
