About social protection of the citizens who were injured owing to catastrophic crash on the Chernobyl nuclear power plant
The purpose of this Law is protection of the rights and interests of persons which were injured in zone of influence of the adverse factors which arose owing to catastrophic crash on the Chernobyl nuclear power plant on April 26, 1986, or taking part in mitigation of consequences of this catastrophic crash and also children whose parents were affected by radiation exposure and genetic impact.
In this Law the following basic concepts are used:
- the state support of the citizens who were injured owing to catastrophic crash on the Chernobyl nuclear power plant (daleepostradavshy citizens) - system of the social, economic, legal, medical and organizational and technical measures guaranteed by the state compensating negative effects of impact of radiation and providing to injured citizens health protection, proper conditions of life activity;
- exclusion zone - hereinafter being referred to as in 1986 - 1987 as the 30th kilometer zone, and since 1988 - injured zone of the territory of the Russian Federation, Ukraine and Belarus from which in 1986 according to regulations of radiation safety the population was evacuated;
- radiation dose - dose of the absorbed energy of ionizing radiation by organism taking into account unequal sensitivity of different bodies and fabrics;
- radiation sickness - the disease arising from impact in case of radiation on radiation human body in the doses exceeding maximum permissible;
- evacuation of the population - temporary evacuation of the population from danger areas to safe places.
