About additional measures of increase in system effectiveness of management in the field of preschool and school education

1. Determine the main priority directions of management in the field of preschool and school education:

forming of complete vertical management system at the republican, regional, district and city levels by provision of quality education;

attraction on competitive basis in managerial structures of all levels of preschool and school education of the initiative candidates with high potential having modern knowledge, skills and qualifications;

step-by-step completion of the organizations of preschool and general secondary education by the managerial personnel having modern managerial and managerial capabilities;

carrying out the monitoring of assessment aimed at the development in pupils of skills of assimilation of knowledge, critical thinking, team work when ensuring provision of quality education;

implementation of new system of increase in professional and pedagogical skill of the teachers performing activities in system and also assignments of qualification categories by it;

increase in management efficiency by digitalization of organization activity of system.

2. Determine that:

a) due to optimization of 810 established posts of Specialized repair and operational service under district (city) departments of preschool and school education the total extreme number of managerial personnel of the Ministry of preschool and school education, and also its regional and district (city) divisions will be brought to 5 002 units;

b) the incentive system for long service of employees of the Ministry of preschool and school education, the agencies and the centers of its system, regional and district (city) divisions is entered;
