About perpetuating of memory of the victims of genocide of the Soviet people in the period of the Great Patriotic War of 1941 - 1945

In view of the deliberate, in advance planned by political, economic and military authorities of Nazi Germany nature of the war crimes and crimes against humanity committed concerning the Soviet people in days of the Great Patriotic War of 1941 - 1945 established by sentence of the International military tribunal in Nuremberg and other judgments proceeding from idea that respect for memory of the victims of these crimes, and also honoring of strength of mind of the Soviet people which showed unity and firmness in fight against Nazis and their helpers is holy duty of all citizens, considering need of international cooperation, for the purpose of maintenance of the universal peace and consent, non-admissions of manifestations of Nazism in any form this Federal Law is adopted.
1. Memory of the victims of genocide of the Soviet people which died in the period of the Great Patriotic War of 1941 - 1945 is subject to perpetuating.
2. For the purpose of this Federal Law genocide of the Soviet people the actions of Nazis and their helpers in the period of the Great Patriotic War of 1941 - 1945 directed to complete or partial extermination of the national, ethnic and racial groups inhabiting the territory of the USSR by murder of members of these groups, causings severe harm to their health, violent hindrance to child-bearing, forced transfer of children, forced relocation or other creation of the vital conditions expected physical extermination of members of these groups are recognized.
