About measures for increase in efficiency of activities of bodies of the State Customs Service
For the purpose of creation of qualitatively new system of customs administration based on the principles of transparency and reliability, and also prevention of offenses in the customs sphere I decide:
1. Determine the main target indicators of increase in efficiency of activities of bodies of the State Customs Service (further - customs authorities):
(a) increase till 2030 in line item of the Republic of Uzbekistan in the Index of efficiency of logistics (LPI) of the World Bank on performance indicator of customs clearance to level is not lower than the 55th place;
(b) increase till 2026 twice shares of execution of customs declarations without human factor;
(c) decrease till 2028 in share of customs examination from 21 percent to 15 percent;
(d) increase till 2030 twice system effectiveness of risk management with use of elements of artificial intelligence.
2. To customs authorities to perform coordination of control functions of phytosanitary and veterinary bodies for the foreign trade loads at check points through Frontier (further - check points).
3. Confer to customs authorities power to involve specialists of authorized regulatory authorities to the monitoring procedure and goods inspection which are subject to phytosanitary and veterinary control.
4. Cancel since July 1, 2025 practice of putting down of seals and stamps, and also conducting written registration of any documents concerning the foreign trade loads in the field of veterinary science and phytosanitation, to perform all procedures by confirmation of these documents electronically (except as specified, strictly established by international treaties in case of commodity export).
