I. Main directions and purposes

1. Determine the main directions of steady providing with heat energy of apartment houses, buildings and constructions, and also increases in energy efficiency of buildings in the next 5 years:

(a) conducting single state policy in this sphere, development of strategic offers on the basis of the best foreign practices, creation of the organization for management and coordination of activities of the companies of heat supply, and also holding the following events:

(i) updating of obsolete 103 coppers and 1,6 thousand kilometers of heating systems, in particular in 2025-2026 - 18 coppers and 258 kilometers of heating systems of centralized thermal systems;

(ii) projects implementation of upgrade on the basis of public-private partnership in 9 cities and areas (in 2025-2026 2 projects) with participation of the international financial institutions in 13 cities and areas will be begun (in 2025-2026 will be begun in 5 cities and areas);

(iii) finishing scope centralized heat supply from 37 percent to 58 percent, reducing losses in system from 38 percent to 20 percent;

(iv) development and program implementation of installation of 8 681 individual thermal Items in apartment houses and organizations of the social sphere (in 2025 - 480), transfer of centralized heat supply in the closed system;
