About additional measures for increase in efficiency of land use and increase in amount of cultivation of products in agricultural industry

For the purpose of rational and effective use of land resources in agricultural industry, accelerations of introduction in economic circulation of the empty parcels of land, and also stimulations of activities of farms - producers of agricultural products I decide:

I. Purposes

1. Determine main objectives of adoption of this resolution:

(a) the organization of landing of cultures and cultivation of products on the empty farmlands which are under authority of khokimiyats of areas;

(b) ensuring price stability on meat and dairy products by increase in amount of cultivation of forage crops for livestock production;

(c) stimulation of effective use of lands by means of economic mechanisms, employment increase and population level of living.

II. New procedures of holding electronic online auctions

2. Determine that by transfer to lease of all types of lands of agricultural purpose according to the procedure implemented since March 11, 2025:

(a) terms of publication of the message on carrying out electronic online biddings are reduced from 15 days to 5 days, the repeated biddings - from 5 days to 1 day;

(b) at the repeated biddings in case of receipt of the statement only from one applicant it is offered to purchase voluntarily lot at the price announced in these biddings;

(c) at each repeated biddings the price of lot falls from 10 percent step by step before lowering of its starting price to 20 percent.

3. Since April 1, 2025 in the electronic online biddings held in all regions on transfer to lease of all types of lands of agricultural purpose to cancel procedure by installments of payments for the right of lease of the parcels of land and provision of discounts in case of their payment in complete size, to determine obligation of their complete payment within 15 working days.
