About single settlement and information space

For the purpose of functioning and development of single settlement and information space (further - ERIP) in the Republic of Belarus I decide:

1. Determine that are part of ERIP:

1.1. payment system in ERIP by means of which implementation of payments on tax payment is provided, charges (duties), penalty fee, penalties and other payments in republican and local budgets, the state trust budget and off-budget funds (further - payments in the budget), payments for goods, works, services, other payments (further - retail payments), other payment transactions on retail payments;

1.2. interbank system of identification;

1.3. the ERIP billing systems, including billing system of housing and communal services;

1.4. the automated (information) systems (resources) necessary for functioning of ERIP which owner is the open joint stock company "The non-bank credit and financial organization "Single Settlement and Information Space" (further - NKFO ERIP).

2. The National Bank determines:

the procedure for functioning of payment system in ERIP also establishes the rights and obligations of her participants;

procedure for obtaining by the payment aggregator of participant status of payment system in ERIP (further - the ERIP payment aggregator).

3. Council of Ministers of the Republic of Belarus:

performs methodological ensuring functioning of billing system of housing and communal services, determines amount and procedure for provision of personal data and other accompanying information in the specified system;

approves rules of billing system of housing and communal services, including the rights and obligations of its users, the rights and obligations arising at state bodies, the organizations listed in Item 8 of this Decree by provision (transfer) of information to the called system, receipt of information from it (further - participants of billing system of housing and communal services).

4. NKFO ERIP:
