About the state financial support

For the purpose of ordering of approaches to decision making on rendering the state financial support to legal entities, strengthenings of protection of the state and public concerns:

1. Determine that the state financial support to legal entities, being the commercial organizations, except for banks, JSC Development Bank Republic of Belarus, the non-bank credit and financial organizations (further – legal entities), can be rendered individually in the following types:

1.1. provision of budget transfers on compensation of part of costs according to investment projects according to the procedure and on the conditions determined by legal acts;

1.2. introduction of deposits to authorized funds of legal entities according to the decision:

The president of the Republic of Belarus – at the expense of means of the republican budget;

local executive and administrative organs – at the expense of means of local budgets;

1.3. provision of budget loans according to the decision of the President of the Republic of Belarus at the expense of means republican and (or) local budgets according to the procedure and on the conditions determined by the budget legislation and the legislation in the field of investments;

1.4. in other type – according to the decision of the President of the Republic of Belarus.

2. In the decision on rendering the state financial support provided in the paragraph the second subitem 1. 2, subitems 1.3 and 1.4 of Item 1 of this Decree, shall be determined:

the main indicators of activities of the legal entity which achievement is condition of rendering the state financial support;

officials who bear responsibility for achievement of the main indicators of activities of the legal entity;

effects of failure to carry out of the main indicators of activities of the legal entity.

Treat the main indicators of activities of the legal entity:

the term of input of object (objects) of implementation of investments into operation in full and the term of exit of object (objects) of implementation of investments to design capacity * – when rendering the state financial support for implementation of investment projects;
