"10. The representative body of local self-government has the right to establish:

1) reduced rates for consumers of 1 category on condition of compensation of difference between reduced rate and constructed fare at the expense of the local budget;

2) the raising coefficient to the rate established for consumers 2 categories using services of centralized drinking water supply and water disposal for conducting business activity.".
