About measures for ensuring independence and increase in efficiency of activities of divisions of internal anti-corruption control of state bodies and the organizations

For the purpose of effective realization of the main objectives on the organization of activities of divisions of internal anti-corruption control of the state bodies and the organizations on the basis of new system determined at the enlarged meeting of National council by anti-corruption on March 5, 2025 and also forming of the intolerant relation to corruption on the basis of "respectability vaccine" in state bodies and the organizations, I decide:

I. Priority tasks

1. Determine priority tasks of divisions of internal anti-corruption control of state bodies and organizations, economic societies, in authorized fund (authorized capital) of which the state share constitutes 50 percent and more (further - state bodies and the organizations):

(a) early identification and the prevention of corruption manifestations, eradication of the reasons and conditions promoting them;

(b) elimination of corruptogenic factors when rendering the state services, the prevention of household corruption, including development of offers on digitalization, reducing bureaucracy;

(c) conducting anti-corruption examination of departmental regulatory legal acts and introduction of the offer on cancellation of the corruption regulations revealed following the results;

(d) taking measures to non-admission of conflict of interest when implementing public procurements, and also carrying out preventive studying on public procurements;

(e) regular submission to the Agency on anti-corruption (further - the Agency) electronic reports on the carried-out work on anti-corruption;

(e) forming of the list of corruption risks in the respective spheres and industries, development and ensuring approval of the measures directed to their elimination;

(g) introduction of offers on the organization of activities of the situational centers giving opportunity of implementation of internal anti-corruption control and identification of corruption risks in state bodies and the organizations;
