For the purpose of development of human capital in the country, early identification of gifted youth and training of highly qualified specialists, competitive in the global market of work, I decide:

I. Main objectives

1. Determine main objectives of adoption of this Decree:

(a) development of human capital in the country by early identification and full support of gifted youth;

(b) training of competitive specialists for the global market of work by address work with youth, and also creation of new innovative opportunities for development of the country;

(c) creation of the effective circle for interaction, experience exchange and realization of intellectual potential by consolidation of gifted youth in single platform.

II. Main objectives and management system initiative "Exceptional children of the President"

Approve the following offers of the Ministry of preschool and school education, the Ministry of Economics and finance, Al Yurtas of Umida Fund for preparation of perspective personnel in case of the President of the Republic of Uzbekistan (further - Al Yurtas of Umida Fund), and also the Agencies on cases of youth providing:

(a) realization of initiative "Exceptional children of the President" and the national program of its support (further - the National program);

(b) creation in system of the Agency of specialized educational institutions (further - the Agency) the International boarding school of Al-Beruni (further - School);

(c) the organization of activities of Community of support of gifted youth (further - Community).

3. Determine that the Community functions as the platform combining scholars of Al Yurtas of Umida Fund, graduates of School, Presidential schools and New Uzbekistan University, participants of the National program, and also the talented compatriots who gained knowledge and experience in prestigious foreign highest educational and other organizations.
