For the purpose of rendering the state support for stimulation of demand for cargo and special vehicles of national production by means of their provision in leasing, according to Item 3 of part 1 of Article 115 of the Budget code of the Kyrgyz Republic, Articles 13, the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic":

1. Approve the Procedure for project implementation "Preferential financing of leasing projects (acquisition of vehicles in leasing) for the state, municipal companies and business entities with the state share of 50% and more, and also the private organizations which realize investment projects in fuel and energy and/or mining industries" (further - the Project) according to appendix.

2. To the Ministry of Finance of the Kyrgyz Republic in accordance with the established procedure:

1) in coordination with Committee on the budget, economic and fiscal policy of Jogorku Kenesh of the Kyrgyz Republic to allocate to State-owned Leasing Company open joint stock company of 42833333,33 (forty two million eight hundred thirty three thousand three hundred thirty three) som 33 tyyyn, to Ayyl Bank open joint stock company - 42833333,33 (forty two million eight hundred thirty three thousand three hundred thirty three) som 33 tyyyn and to Eldik Bank open joint stock company - 42833333,33 (forty two million eight hundred thirty three thousand three hundred thirty three) som 33 tyyyn (further - lessors) participating in project implementation for increase in the authorized capital for provision of preferential financing in the form of leasing;

2) to provide financing of the Project the next years;

3) by preparation of the bill of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2025 and planning period of 2026-2027" to consider the changes following from this order.

3. To the Ministry of Economy and Trade of the Kyrgyz Republic together with the lessors participating in project implementation (under approval):

1) to provide monitoring of target use of leasing means on annual basis;
