For the purpose of improvement of ecological situation in the Kashkadarya and Samarkand regions, productions of electrical energy by implementation of modern decisions and technologies to the sphere of conversion of waste, and also attraction of direct investments in this industry I decide:

I. Production organization of electrical energy by combustion of municipal solid waste.

1. Take into consideration that:

a) the Shanghai SUS Environment company (People's Republic of China) (further - the Investor) within the Investment project "Production of Electrical Energy by Combustion of Municipal Solid Waste in the Kashkadarya and Samarkand Regions" (further - Projects) will found overseas enterprises (further - the Project companies);

(b) between the Investor and on behalf of the Government of the Republic of Uzbekistan on behalf of the Ministry of investments, the industry and trade investment agreements were signed on March 17, 2025;

(c) between JSC Uzenergosotish and the Investor purchase agreements of the electrical energy made within Projects were signed on March 14, 2025;

(e) between Agency on waste management and development of circular economy under the Ministry of ecology, environmental protection and climate change (further - the Agency) and the Investor delivery agreements to the Project companies of municipal solid waste were signed on March 14, 2025.

II. Obligations and privileges.

2. According to purchase agreements of electrical energy and supply of municipal solid waste:

(a) The project companies enable the guaranteed realization of the made electrical energy of JSC Uzenergosotish within 30 years;

(b) The project companies within Projects perform construction of overhead power transmission lines for connection of power plant to single electrical power network and after commissioning - their transfer to JSC Natsionalnye elektricheskiye seti Uzbekistana;
