Article 1

Article 3.1 of the Federal Law of May 31, 1999 No. 104-FZ "About the Special economic zone in the Magadan region and in the territories of Southern Kuril, Kuril and North Kuril city districts of the Sakhalin region" (The Russian Federation Code, 1999, No. 23, Art. 2807; 2014, No. 52, Art. 7534; No. 12, the Art. 1897) to add 2023, with item 4 of the following content:

"4. Article 2
