About introduction of amendments to some Resolutions of the Cabinet of Ministers of Ukraine concerning use of the electronic certificate of the veteran

The Cabinet of Ministers of Ukraine decides:

1. Bring in resolutions of the Cabinet of Ministers of Ukraine concerning use of the electronic certificate of the veteran the enclosed changes.

2. Determine that the references issued to mother (other full age family member or the guardian) before entry into force of this resolution on children from among persons specified in paragraph three of item 4 of part two of article 7 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" and children of the died persons specified in Item 1 of Article 10 and article 10-1 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" are valid during the term for which they are issued, and/or before their replacement in accordance with the established procedure.

Changes which are made to Resolutions of the Cabinet of Ministers of Ukraine concerning use of the electronic certificate of the veteran

1. In the resolution of the Cabinet of Ministers of Ukraine of May 12, 1994 No. 302 "About procedure for certification and breastplates of veterans of war" (ZP of Ukraine, 1994, No. 9, Art. 218 with the following changes):

1) in the resolution:

to state the name of the resolution in the following edition:

"About procedure for production and certification and breastplates of veterans";

to state introductory part and Item 1 of the resolution in the following edition:

"According to parts six and the seventh article 18 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for certification and breastplates of veterans;

Procedure for forming and display of the electronic certificate of the veteran, conducting its check by public authorities, local government bodies, legal entities and physical persons.";

third item 4 to state the paragraph in the following edition:

"for combatants - by request of the Ministry of Defence, the Ministry of Internal Affairs, the Ministry of cases of veterans, National police, Public service of emergency situations, Security service, prospecting bodies, the Ministry of Justice, Management of the state protection, Administration of the State Border Service, Administration of Public service of special communication and information security, the Public special service of transport, the State bureau of investigations, National anti-corruption bureau, and also the ministries and other central executive bodies in which the commissions on questions of consideration of materials about determination of combatants in pursuance of Item 2 of the resolution of the Cabinet of Ministers of Ukraine of January 13, 1995 No. 16 "About application of Item 2 of article 6 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" (ZP of Ukraine, 1995 are formed, No. 3, Art. 73).";

2) in Regulations on the procedure for certification and breastplates of veterans of war approved by the specified resolution:

"No. 302 is approved by the Resolution of the Cabinet of Ministers of Ukraine of May 12, 1994
(in edition of the Resolution of the Cabinet of Ministers of Ukraine of May 16, 2025 No. 579)

Procedure for certification and breastplates of veterans

1. This Procedure regulates rules of certification and breastplates of veterans to persons specified in articles 6-10-1 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" (further - the Law).

2. In this Procedure terms are used in the following value:

1) the letter of coupons on the right of receipt of travel documents (tickets) is non-paid also with 50 percent discount of their cost (further - the letter of coupons) - the document based on which to combatants and persons with disability owing to war the right to preferential journey according to Item 17 parts one of Article 12, is granted to Item of 21 part one of article 13 of the Law;

2) the certificate of the veteran - one of such documents in paper form issued at the request of person concerning whom register information on the provided corresponding status according to articles 6-10-1 of the Law which is entered in the Unified state register of veterans of war is created:

certificate of the combatant;

the identity certificate with disability as a result of war;

certificate of the participant of war;

certificate of the member of the family of the dead;

the certificate of the member of the family of the died Defender or Defender of Ukraine.

Other terms are used in the value given in the Law.

3. The certificate of the veteran and the electronic certificate of the veteran have identical legal force and are used in the territory of Ukraine for confirmation of the corresponding status, receipt of privileges, guarantees and compensations.

4. The breastplate "The veteran of war - the combatant", the letter of coupons on the right of receipt of travel documents (tickets) by veterans of war with 50 percent discount of their cost and at the request of the certificate of the combatant is issued to combatants (article 6 of the Law).

5. The breastplate "The veteran of war - person with disability owing to war", the letter of coupons and at will the identity certificate with disability owing to war is issued to persons with disability owing to war (article 7 of the Law).

The identity certificate with disability owing to war is issued to children from among persons specified in paragraph three of item 4 of part two of article 7 of the Law, and on reaching them 18-year age as a witness (on the right inside) the new form which extends the certificate validity, taking into account requirements of Item 16 of this Procedure is pasted.

6. The breastplate "The veteran of war - the participant of war" and at will the certificate of the participant of war is issued to participants of war (article 9 of the Law).

7. The certificate of the member of the family of the dead, the certificate of the member of the family of the died Defender or Defender of Ukraine respectively at will is issued to the members of families of the died (died) veterans of war specified in article 10 of the Law, and the members of families of the died (died) Defenders and Defenders of Ukraine specified in article 10-1 of the Law.

The certificate of the member of the family of the dead, the certificate of the member of the family of the died Defender or Defender of Ukraine respectively is issued to children of the died persons specified in Item 1 of Article 10 and article 10-1 of the Law, and on reaching them 18-year age as a witness (on the right inside) the new form which extends the certificate validity the next year on condition of their belonging to categories of persons specified in Item 1 of Article 10 and article 10-1 of the Law is pasted.

The breastplate is not issued to persons specified in this Item.

8. To persons having special merits before the Homeland (article 11 of the Law), according to the procedure, determined by Items 9 and 10 of this Procedure, the breastplate "The veteran of war - special merits" and at will one of the certificates specified in Items 4-6 of this Procedure is issued.
