Article 1.

Bring in the constitutional Law of the Kyrgyz Republic "About election of the president of the Kyrgyz Republic and deputies of Jogorku Kenesh of the Kyrgyz Republic" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2011, No. 7, the Art. 971) the following changes:

"Article 13. Constituency. Formation of constituencies

1. In case of elections of the President all territory of the Kyrgyz Republic is the single republican constituency.

2. For elections of deputies of Jogorku Kenesh 30 multimandatory constituencies are formed, in each of which are chosen on 3 deputies of Jogorku Kenesh.

3. Elections of deputies of Jogorku Kenesh on multimandatory constituencies are performed in the constituencies formed on the basis of the data represented by authorized state bodies in the field of registration and documentation of the population, management of land resources, and also local government bodies no later than 3 calendar days after appointment of the day of elections.

4. The Central Election Commission creates and approves the scheme and borders of constituencies no later than 7 calendar days after appointment of the day of elections.

In the scheme of constituencies borders of constituencies, the list of settlements (streets, houses) entering each constituency, the name, number and the center of each constituency, number of voters in each constituency shall be specified.

5. In case of formation of constituencies the following requirements shall be observed:

- approximate equality of constituencies on number of voters with acceptable deviation from average rate of representation of voters no more than for 20 percent;

- the constituency constitutes the single territory, formation of the constituency from the territories which are not adjoining among themselves is not allowed.

6. In case of observance of the requirements specified in parts 4 and 5 of this Article, as a rule, administrative-territorial division of the republic is considered.

7. Lists of constituencies with indication of their borders and addresses district, territorial election commissions, including their graphical representation, shall be published on the official site of Central Election Commission and in mass media within 5 calendar days from the date of approval of the scheme and borders of constituencies.

8. Change of the location of the electoral commissions can be performed according to the offer of district electoral commission.
