About introduction of amendments to articles 7.1 and 16 of the Federal law "About Science and the State Scientific and Technical Policy"

Bring in the Federal Law of August 23, 1996 No. 127-FZ "About science and the state scientific and technical policy" (The Russian Federation Code, 1996, No. 35, Art. 4137; 2022, No. 27, Art. 4596) following changes:
1) in Article 7.1:
a) add with Item 2.1 of the following content:
"2.1. Subjects of scientific and (or) scientific and technical activities and subjects of innovative activities irrespective of their form of business and pattern of ownership represent to single state information system of the data on planned activities in the directions of scientific and (or) scientific and technical activities and about experimental developments with participation of foreign citizens and (or) the foreign organizations, and also Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, participation in which is possible only in coordination with federal executive body in the field of safety according to the list established by the paragraph third item 4 of article 16 of this Federal Law.";
b) add item 4 with paragraphs the ninth and tenth the following content:
