About temporary ban on cloning of the person

This Federal Law imposes temporary ban on cloning of the person, proceeding from the principles of respect of the person, recognition of value of the personality, need of protection of human rights and freedoms and considering insufficiently studied biological and social effects of cloning of the person.
Taking into account perspective of use of the available and developed technologies of cloning of organisms the possibility of prolongation of prohibition on cloning of the person or his cancellation in process of accumulating of scientific knowledge in the field, determinations of moral, social and ethical standards when using technologies of cloning of the person is provided.
Impose temporary ban on cloning of the person until day of entry into force of the Federal Law establishing procedure for use of technologies of cloning of organisms for the purpose of cloning of the person. Operation of this Federal Law does not extend to cloning of organisms in other purposes.
In this Federal Law the following basic concepts are used:
cloning of the person - creation of the person genetically identical to other living or died person, by transfer in the female gamete of kernel of somatic cell of the person deprived of kernel;
embryo of the person - germ of the person at development stage up to eight weeks.
For operation of this Federal Law to prohibit import to the territory of the Russian Federation and export from the territory of the Russian Federation of the cloned embryos of the person.
