3. To the head of department of the Kyrgyz railroad Omurkulov I. Sh. perform state registration of the specified Rules in the Ministry of Justice of the Kyrgyz Republic and accept to management and execution.

Service regulations and approvals of construction of railroad side tracks

The adjunction of railroad side tracks to railway tracks public is allowed by executive body in the field of rail transport or according to its order the chief of the railroad in coordination with local government bodies.

The construction and reconstruction of railroad side tracks, and also the devices intended for loading, unloading and cleaning of cars are made in coordination with the railroad of adjunction, and in case of amount of transportation of goods of 5 million tons and more in year - with state body of the executive authority in the field of rail transport. The construction of new railroad side tracks is approved also with relevant organs of local self-government.

1. General provisions

1.1. The ways intended for servicing of the separate companies, organizations, organizations and legal entities, connected with general network of roads continuous rail track and belonging belong to railroad side tracks:

a) to the main ways on stages - the Minister of Transport and Communications of the Kyrgyz Republic;

b) to station ways - the head of department of the railroad;

c) to sidings - vetvevladelets.

All permissions are approved with bodies of public administration and local self-government.

1.3. The border of siding is determined "By the instruction about procedure for giving, cleaning of cars and to production of shunting work on siding".

1.4. The land areas occupied with sidings, warehouses and constructions of the companies, organizations, organizations within strip of branch are provided to them in temporary use according to the legislation of the Kyrgyz Republic.

On this land area the construction of capital buildings and constructions without written consent of Management of the Kyrgyz railroad is forbidden.

The border of strip of branch is determined in accordance with the established procedure according to documents of title.

Transfer of land areas to temporary use is drawn up by the agreement according to the legislation of the Kyrgyz Republic and signed by Management of the Kyrgyz railroad and the director, the organizations, organizations using the site.

1.5. Use of siding or its part, the railroad for production of shunting works, statements of railway vehicles and other purposes can be made by the railroad after obtaining by the station commander on it written consent of vetvevladelets.

3. Terms and determinations

3.1. In these rules the following terms with the corresponding determinations are used:

4. About procedure for approval of construction projects of railroad side tracks

4.1. The construction (reconstruction) of railway tracks of the companies, organizations, organizations, (legal entities or physical persons) with adjunction to the existing, under construction and designed ways of the road and sidings of the companies at which the railway vehicles of the railroads of the State Parties of the CIS address of Latvia, Lithuania, Estonia can be performed only on projects, coordinated management of the Kyrgyz railroad.

4.5. In case of approval of project materials of railroad side tracks it is necessary to provide the following data:

4.6. The adjunction of again under construction railroad side tracks is made, as a rule, to freight stations of the road.

4.7. The adjunction of railroad side tracks to the separate Items closed for cargo operations or which are carrying out them on special conditions shall be proved by technical and economic calculations. The final decision on possibility of such adjunction of sidings is made by the chief of the road.

4.8. The adjunction of siding shall not allow when giving and cleaning cars of crossing of the main ways and extracts.

4.9. Consideration of projects of sidings shall be made in the following terms:

- in Management of the road - no more than 10 days from the moment of receipt of the project;

- in service (department) of Upravleniya Doroga - no more than 5 days.

4.10. Registration of approval of working drawings of STsB devices and bonds transferred to fixed assets of the railroad is assigned to distance of the alarm system and communication.

4.11. Projects of sidings are subject to reapproval:

- in case of expiration of earlier issued approval if the construction is not begun within year and the request about prolongation of term did not arrive;
