About measures for enhancement of the state financial audit

For the purpose of enhancement of the mechanism of the state financial audit, elimination of duplication of functions of state bodies when implementing audit and control, implementation of digital decisions, including the information system "Electronic Audit", protection of the checked subjects against the excessive administrative pressure, and also increase in institutional responsibility of Audit Chamber of the Kyrgyz Republic, Service of internal audit under the Ministry of Finance of the Kyrgyz Republic and other monitoring bodies for results and efficiency performed, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, and also article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", I decide:

1. Introduce till June 1, 2026 aprobatsionny regime of temporary legal regulation according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic" for the purpose of elimination of the following problem tendencies:

- duplication of functions and approaches when carrying out checkings by different bodies owing to inconsistency of normative legal and departmental acts;

- excessive practice of exit checks, including abroad travels, accompanied with administrative pressure;

- insufficient use of the digital tools allowing to use widely risk - the oriented approaches;

- lack of the clear standards and methodology regulating content and implementation process of functions by different bodies that is characterized by perspective of excessive diskretion, blurring of limits of subjective discretion, practice of selective control and tendencies of duplication;

- the insufficient preventive and training work from monitoring bodies.

2. Determine that within the aprobatsionny mode of the temporary legal regulation specified in Item 1 of this Decree the following rules are applied:
